Sanctions Against DPRK Considered Declaration of Imperialist War

N. Korea: Sanctions are war declaration

North Korea said Tuesday it considered U.N. sanctions aimed at punishing the country for its nuclear test "a declaration of war," as Japan and South Korea reported the communist nation might be preparing a second explosion.

The North broke two days of silence about the U.N. resolution adopted after its Oct. 9 nuclear test with a statement on the official state news agency, as China warned Pyongyang against stoking tensions.

"The resolution cannot be construed otherwise than a declaration of a war" against the North, the statement said. North Korea is known officially as the Democratic People's Republic of Korea.

The chief U.S. nuclear envoy, Assistant Secretary of State Christopher Hill, said the North's response was "not very helpful."

"I think there is a fundamental misunderstanding about what the international community feels about its actions," Hill said in Seoul after a meeting with his South Korean and Russian counterparts.

Hill said he could not confirm South Korean and Japanese reports that the North may be preparing another nuclear explosion, but said a second test would force the international community "to respond very clearly."

North Korea "is under the impression that once they make more nuclear tests that somehow we will respect them more," Hill told reporters after a meeting with U.S. and Russian counterparts. "The fact of the matter is that nuclear tests make us respect them less."

In its statement, North Korea said it would not be intimidated.

The communist nation "had remained unfazed in any storm and stress in the past when it had no nuclear weapons," the statement said. "It is quite nonsensical to expect the DPRK to yield to the pressure and threat of someone at this time when it has become a nuclear weapons state."

Chun Yung-woo, South Korea's top nuclear envoy, dismissed the statement as "the usual rhetoric that they have been using at the time of the adoption of the Security Council resolution."

China has long been one of North Korea's few allies, but relations have frayed in recent months by Pyongyang's missile tests and the nuclear explosion last week.

Chinese Foreign Ministry spokesman Liu Jianchao warned Pyongyang against aggravating tensions, saying the North should help resolve the situation "through dialogue and consultation instead of taking any actions that may further escalate or worsen the situation."

The United States pressed on with a round of diplomacy in Asia aimed at finding consensus on how to implement U.N. sanctions on the North. Secretary of State Condoleezza Rice was expected to go to Japan on Wednesday before traveling to South Korea and China.

Hill stressed that the international community should make the North pay a "high price" for its "reckless behavior."

Japanese Foreign Minister Taro Aso said his government had "information" about another possible blast, and a senior South Korean official said there were signs that the North could be preparing a second test — but emphasized that it was unlikely to happen immediately.

"We have yet to confirm any imminent signs of a second nuclear test," the official said on condition of anonymity because of the sensitivity of the information.

China, whose support for the measures is key to whether they will have any effect on neighboring North Korea, has begun examining trucks at the North Korean border to comply with new U.N. sanctions endorsed over the weekend.

South Korea has said it would implement the U.N. sanctions, but also has been cautious about allowing sanctions to shake regional stability. Seoul has also indicated that it has no intention of halting key economic projects with the North, despite concerns that they may help fund the North's nuclear and missile programs.

"Sanctions against North Korea should be done in a way that draws North Korea to the dialogue table," South Korean Prime Minister Han Myung-sook said Tuesday, according to Yonhap news agency.
"There should never be a way that causes armed clashes."

In Washington, U.S. National Intelligence Director John Negroponte's office said Monday that air samples gathered last week contain radioactive materials that confirm that North Korea conducted an underground nuclear explosion.

In a short statement posted on its Web site, Negroponte's office also confirmed that the size of the explosion was less than 1 kiloton, a comparatively small nuclear detonation. Each kiloton is equal to the force produced by 1,000 tons of TNT.

It was the first official confirmation from the United States that a nuclear detonation took place, as Pyongyang has claimed.

National Meeting Held to Mark DIU Anniversary

Pyongyang, October 16 (KCNA) -- A national meeting to mark the 80th anniversary of the formation of the Down-with-Imperialism Union (DIU) by President Kim Il Sung was held at the Pyongyang Indoor Stadium Monday. Upon embarking on the path of revolutionary struggle shouldering upon himself the destiny of the country and the nation in his early years, the President drew a serious lesson from the preceding nationalistic movements and the early communist movement and made a bold decision to take a path of independent development of the revolution, completely different from those, and formed the DIU with like-minded members of the young vanguard representing the new generation on that basis on Oct. 17, Juche 15 (1926).

Kim Yong Nam, member of the Political Bureau of the Central Committee of the Workers' Party of Korea and president of the Presidium of the DPRK Supreme People's Assembly, in a report said that the formation of the DIU marked a starting point in building a revolutionary party of a new type in Korea and provided roots of the glorious WPK.

Referring to the fact that the revolutionary cause of Juche that started with the birth of the DIU thanks to the outstanding idea of the President and his wise guidance has dynamically advanced along the path of independence, Songun and unity over the past 80 years, the reporter continued:

The ever-victorious history of the Korean revolution represents the most brilliant history of outstanding revolutionary activities of the President as he had consistently embodied the noble idea of the DIU with unshakable revolutionary faith and will, taking independence, Songun and unity as the lifeline of the revolution.

The revolutionary cause of Juche pioneered by the President has been successfully carried forward by the party at a new higher stage as it has faithfully inherited the tradition of the DIU under the outstanding and tested leadership of Kim Jong Il.

Kim Jong Il has pursued the Songun politics, successfully carrying forward the Songun idea and line of Juche which trace their origin to the DIU and whose validity and vitality have been proven throughout the Korean revolution. This served as a basic source of strength which made it possible for the Korean revolution to achieve miraculous victories despite manifold difficulties generation after generation.

The Korean people, immensely blessed with the great leaders, have consistently preserved the Juche character of the revolution despite the complicated history and made triumphant advances in the national liberation, the class emancipation and in the whole historic course of socialist construction with the might of the single-minded unity of the revolutionary ranks around the party and the leader and by force of arms. This is a main review of the 80 year-long history of the Korean revolution that emerged ever-victorious under the banner of the DIU.

The party, army and people of the DPRK will dynamically accelerate the historic march to accomplish the revolutionary cause of Juche and successfully realize the President's desire for a rich and powerful country true to Kim Jong Il's outstanding idea and leadership, full of conviction of sure victory and revolutionary optimism.

The security of our socialist country is seriously threatened by the daily-growing threat of a nuclear war from the U.S. and its vicious moves to isolate and stifle the DPRK. This situation prevailing on the Korean Peninsula requires the army and people of the DPRK to wage a dynamic struggle along the immutable orbit of Songun revolution under the uplifted banner of independence against imperialism, the banner of the DIU.

The DPRK took a fresh countermeasure to cope with the threat of a nuclear war by the enemies and their moves of sanctions and pressure in view of the situation where the U.S. moves to isolate and stifle the DPRK have reached the worst phase, after going beyond the limit of tolerance.

A recent successful underground nuclear test in the DPRK with its indigenous wisdom and technology 100 percent will contribute to preserving peace and stability on the peninsula and its vicinity as it marked a historic event that greatly encouraged and pleased the army and people of the DPRK who have desired to have powerful self-reliant national defence capacity.

They will steadily increase the politico-military might of Juche under the banner of Songun which they have held high in the whole course of the Korean revolution, guided by the idea of the DIU and firmly defend their ideology and system and the cause of justice and thus certainly achieve a final victory in the historic stand-off with the U.S.

The meeting was attended by senior party, army and state cadres, chairpersons of the friendly parties, Cabinet members, officials of the party, armed forces and power organs, social organizations, ministries and national institutions, KPA servicepersons, officials of scientific, educational, cultural, art, public health and media organizations and working people in Pyongyang.

DIU, Origin of Korean Revolution

Pyongyang, October 16 (KCNA) -- President Kim Il Sung organized the Down-With-Imperialism Union (DIU) in Huadian, China on October 17, Juche 15 (1926), which marked the new starting point, origin of the Korean revolution. The main trends of the revolutionary movements in Korea at that time were the socialist revolution according to the established theories and bourgeois nationalist movement.

The "socialist revolutionaries" infected with flunkeyism and dogmatism tried to apply the preceding theories to the revolutionary struggle without putting the actual conditions of Korea into consideration. Engrossed in expanding their factional forces, they drove out people to reckless struggles, inviting only worthless sacrifice.

Nationalists did not indicate the true way for the national liberation struggle, only talking about "development" of education and industry, "self-cultivation" and "class cooperation" and "national autonomy" under the veil of "national reformation" and "cultivation of ability".

President Kim Il Sung, basing himself on the deep-going analysis of the preceding theories of the working class and actual conditions of the then revolutionary movement, formed the DIU with anti-imperialism, independence and sovereignty and socialist idea as its programme, thus initiating the Korean revolution which would advance forward under the banner of independence.

The formation of the DIU made the Korean revolution bid farewell to all sorts of worn-out tendencies including flunkeyism and dogmatism and forge ahead with correct target, strategy and tactics on the principle of independence.

The Workers' Party of Korea and Songun revolutionary cause have their origin in the DIU.

Japan Can Never Evade Settlement of Its Past: Rodong Sinmun

Pyongyang, October 16 (KCNA) -- Japan has become more vociferous over the "abduction issue" after the emergence of a new Cabinet. Commenting on this, a Rodong Sinmun analyst Monday says: Japan should do what it should, instead of persisting in drum beating over the already settled "abduction issue".

Abe, the new prime minister of Japan, in his statement released upon the inauguration of the new Cabinet, expressed his intention to set up what he called "headquarters of measures on the abduction issue", while the new chief Cabinet secretary let loose a string of rubbish, claiming that the "abduction issue" should be discussed at the United Nations, too, and the opening of diplomatic ties between Japan and the DPRK was unthinkable without its solution. It is needless to say that this is intended to increase pressure upon the DPRK by internationalizing the issue.

The "abduction issue" over which the Japanese authorities are raising terrific outcries has already been solved. When it comes to this issue, it is a crucial matter over which the DPRK should file charges against Japan. Under the Japanese imperialists' military occupation and rule over Korea, well over 8.4 million Koreans were abducted and whisked away to be over driven at deadly battle fields and sites of backbreaking toil, at least one million of them meeting their death. And more than 200 thousand Korean women were abducted and taken away to be forced to sexual slavery for the Japanese imperialist aggression army.

In recent years, anti-DPRK organizations and figures of Japan, under the backstage manipulation and instigation of the plot-breeding centers of the U.S. and Japanese governments and right-wing conservative forces, have swarmed into areas bordering on the DPRK and threw espionage and subversive networks to be engaged in the whole gamut of malicious maneuvers against the DPRK while abducting DPRK citizens by mean and crafty means including appeasement and deception and taking them to Japan.

What Japan should do before anything else is to settle the crimes of the Japanese imperialists in abducting and taking away Koreans by force in the past and the issue of abduction of DPRK citizens in recent years.

However, Japan, like the guilty party filing the suit first, keeps raising a hue and cry over the "abduction issue," seeking to internationalize it.

One of the criminal purposes sought by Japan in persistently kicking up dust over the "abduction issue" is to divert elsewhere the concerns and alert of the international community against Japan's moves for becoming a military giant and launching reinvasion.

The pressing issue in the DPRK-Japan relations is for Japan to atone for its past crimes against the Korean people at an early date. Japan can never evade the settlement of the past. The Japanese authorities would be well advised to be aware of this and behave with discretion.

Anniversaries of WPK and DIU Observed

Pyongyang, October 16 (KCNA) -- A joint seminar of Juche idea study organizations was held at Chambogo University of Uganda on Oct. 3 and a seminar on the subject "Songun policy of the Workers' Party of Korea and Juche idea" took place in Kinshasa of Democratic Congo on Oct. 4 to mark the 61st anniversary of the WPK and the 80th anniversary of the Down-with-Imperialism Union. Chango Machyo, senior adviser to the Presidency of Uganda, in a speech entitled "On the Juche idea, guiding idea of the WPK" said that humankind could become maters of their destiny thanks to the Juche idea founded by President Kim Il Sung and enriched by Kim Jong Il. The Juche idea is a great guiding idea in the era of independence which steers the future of humankind, he pointed out.

The chief of the Group for the Study of the Juche Idea of Teachers of Educational Faculty of Chambogo University of Uganda in a speech titled "The WPK is the party guiding the 21st century" said that the WPK has grown to be an ever-victorious steel-like party, a dignified vanguard unit.

Bele Moukeleng, chairman of the Group for the Study of the Juche Idea of University of Kinshasa, in a speech titled "Juche idea is theoretical basis of Songun idea" explained that the Songun idea, proceeding from the basic requirements of the Juche idea, clearly indicates the way of controlling reactionaries with arms and achieving independence of the popular masses. He called for learning the Juche idea and Songun idea to put them into practice.

Branch of Ecuadorian Committee for Supporting Korea's Reunification Formed

Pyongyang, October 16 (KCNA) -- An inaugural ceremony of the Loja Branch of the Ecuadorian Committee for Supporting Korea's Independent and Peaceful Reunification was held in Loja City on Oct. 5. Present there were Mayor of Loja, Loja Province, Jorge Arturo Bailon Abad, Chairman of the Loja City Arbitration Committee Stalin Lenin Albear, the chairman of the Ecuadorian Committee for Supporting Korea's Independent and Peaceful Reunification, officials of the city office and members of organizations of friendship and solidarity with the Korean people.

At the ceremony Stalin Lenin Albear was elected chairman of the Loja branch.

Algerian President Supports Korean People's Efforts for National Reunification

Pyongyang, October 16 (KCNA) -- Abdelaziz Bouteflika, President of Algeria, when receiving credentials from the DPRK ambassador to his country on Oct. 4, underscored the need to continue developing friendly and cooperative relations between the DPRK and Algeria and expressed support to the Korean people in their efforts to solve the issue of national reunification by their nation itself. The DPRK recognized the Algerian Democratic and People's Republic in the period of its active struggle for national liberation in 1958, he said, adding that the Algerian people admire the good stand of the DPRK.

All-People Anti-U.S. Struggle Urged

Pyongyang, October 16 (KCNA) -- Jang Song Hoe, chairman of the south Korean Federation of University Student Councils (Hanchongryon), reportedly released an appeal on Oct. 2 calling upon the youth and students to take the van of the fight against the U.S. and war and against the negotiations on the south Korea-U.S. "Free Trade Agreement." Drawing attention to the scheduled opening of the 4th round of FTA negotiations in Jeju Island on Oct. 23, the appeal said the United States was working desperately to conclude the agreement at whatever cost, isolate and stifle the north and ignite a war on the Korean Peninsula, come what may.

It called on all the Koreans to charge ahead vigorously toward victory, conscious that peace can be won by the struggle against the U.S. and war.

It urged the youth and students to get well ready for the grand battle against the U.S. and thereby shatter the uninterrupted anti-north offensive of the U.S. and, for the present, stage an extensive struggle to thwart the FTA negotiations so that the November general turnout of the people can be turned into a general turnout against the U.S.

Street Performances for Checking Expansion of U.S. Military Base Declared in S. Korea

Pyongyang, October 16 (KCNA) -- The Joint Action of Men of Literature and Art in south Korea "The Field People" reportedly called a press conference in Seoul on Oct. 12 to declare that it will conduct "street art festival" events for checking the expansion of the U.S. military base in Phyongthaek. Recalling that a wide range of art performances had been given in Taechu-ri and Todu-ri against the expansion of the U.S. military base in Phyongthaek from 2003, the speakers stated they would move the stage of performances to Seoul and carry on "street art festival" events for over one month from Oct. 13.

The events will involve members of the Grand Field Culture and Art Centre and the Our Caricature Solidarity and other organizations, writers, singers and artists, upwards of 1,000 in all.

Stating that they would bring to the knowledge of the south Koreans the injustice of expansion of the U.S. military base in Phyongthaek through picture and photo exhibitions and art performances every day, they called upon the people of all social strata to foil the expansion of the base at any cost by pooling strength.

"Case of Organization behind Hanchongryon" in S. Korea Termed Pre-arranged Plot

Pyongyang, October 16 (KCNA) -- The move to fabricate the "case of an organization behind the south Korean Federation of University Student Councils (Hanchongryon)" in south Korea is a premeditated plot of the ultra-right conservative forces to suppress the progressive reformists and pro-reunification patriotic forces in a bid to install a pro-U.S. conservative "regime." Rodong Sinmun Monday says this in a signed commentary carried in connection with the disclosure of the truth behind the "case".

The commentary goes on:

It is an anti-DPRK fascist plot unimaginable in the June 15 era of reunification and reminds one of the fascist dictatorial "regimes" in the past when they faked up a chain of "pro-north spying cases" to stay in power and punished pro-reunification democrats en masse on charges of "espionage" in the days of military dictatorship.

The "Grand National Party" and other pro-U.S. conservative forces in south Korea are working with bloodshot eyes to disintegrate and eliminate the progressive camp, while making desperate efforts to come to power through the "presidential election" next year come what may.

The case of an "organization behind the Hanchongryon" is nothing but a plot hatched to attain the above-said aim.

No sooner had the case been disclosed than south Korean media described it as a disturbing move causing suspicion of carefully prearranged scenario of the public security forces and pro-reunification movement organizations including Hanchongryon and figures of different social standings blasted it as a plot to fabricate a pro-north spy ring and a charade to eliminate the progressive reformist forces.

The reality clearly proves that the ultra-right conservative forces whose days are numbered, the dregs of the old history, are making last-ditch efforts and doing immeasurable harm to the south Korean society and the nation as their miserable ends are drawing near.

Rodong Sinmun on S. Korea-U.S. "Alliance"

Pyongyang, October 16 (KCNA) -- The south Korea-U.S. "alliance" is one against the Korean nation, quite contrary to the June 15 joint declaration, the idea of "By our nation itself" and the will and interests of the nation, says Rodong Sinmun Monday in a signed article. The Grand National Party, malignant conservative organizations and press media in south Korea, have persistently pursued dependence on the outside forces, "alliance" with them, the article says, and continues:

Their reckless behavior is a challenge to the trend of the times in which the Korean nation has advanced hand in hand by itself under the banner of the June 15 joint declaration and an unpardonable treacherous act intended to give up the independent rights and interests of the nation and continue to put south Korea under the U.S. domination.

The south Korea-U.S. "alliance" is not "one for security" but one for war and against reunification. The U.S. has established "alliance" with south Korea in a bid to invade the DPRK with south Korea as a springboard and dominate the whole of Korea, not to defend south Korea.

The south Korea-U.S. "alliance" is still leveling at the DPRK. In the long run, the "alliance" is not only an obstacle to relaxing the tensions of the Korean Peninsula but also a factor of threatening the peace of the country and disturbing the reconciliation and reunification of the north and the south.

The south Korean pro-U.S. forces are talking about their "interests" from the "alliance" with the U.S., but they are not for the people.

With nothing can the pro-U.S. conservative forces of south Korea justify the anachronistic and anti-national "alliance" with the U.S. Such treacherous "alliance" running counter to the aspiration and basic interests of the Korean nation and the requirements of the era of independent reunification should be broken at an early date.

World Food Day Observed

Pyongyang, October 16 (KCNA) -- Rodong Sinmun today devotes a signed article to the World Food Day. It says:

It is one of the most important issues in ensuring the existence and development of humankind to settle the food problem worldwide. The FAO, therefore, set October 16, its anniversary, as World Food Day.

Various events taking place in various countries on this day help deepen the understanding of the importance of the food problem worldwide and raising the international concern for the issue of increasing the food production to eradicate poverty and hunger.

In order to boost the food production the DPRK is taking a variety of practical and effective measures including vigorous undertaking of gigantic nature-remaking projects such as land realignment and construction of waterways, strict abidance by the principle of the right crop in the right season and the right crop to the right soil in the agricultural production and a wide application of advanced agricultural technology and methods.

Increased efforts are being exerted for the settlement of the food problem worldwide on the occasion of the day.

Bush threats forced North Korea to arm in self-defense

The Bush administration and the so-called “great powers” are hypocritically trying to create panic over the announcement by the Democratic People’s Republic of Korea on Oct. 8 that it had successfully detonated a nuclear weapon. U.S. officials have declared it a “threat to international security.”

In fact, it is the U.S. imperialist government and its ally, Japan, that have created the crisis situation and are the main threats to peace in Asia.

The DPRK, in a statement from its Foreign Ministry on Oct. 3, had announced publicly that it intended to carry out the test. It says it was forced into nuclear testing because the Bush administration “seriously threatened the DPRK’s sovereignty and right to existence.” It condemned threatened sanctions as an “attempt to isolate and stifle it and bring down the socialist system chosen by its people themselves.”

“The U.S. extreme threat of a nuclear war and pressure compel the DPRK to conduct a nuclear test, an essential process for bolstering nuclear deterrent, as a corresponding measure for defense,”
the statement continued.

To the Korean people, the U.S. threat is real. Washington divided their country after World War II and has kept it divided until today through a large U.S. military presence. For decades, Washington propped up one dictatorial South Korean government after another.

The U.S. led a brutal war against the North from 1950 to 1953, dropping 800 tons of bombs a day in saturation raids. It used napalm—jellied gasoline that clings to skin and causes a horrible death. Every town, village and city was left in rubble.

Four million Koreans died.
Innumerable atrocities were carried out by U.S. troops. And Washington used nuclear threats throughout the armistice negotiations.

What can end the crisis

The crisis on the Korean peninsula and in the region could be ended if the U.S. government would do three basic things: recognize the sovereignty of the DPRK; establish normal diplomatic and economic relations between the two countries; and guarantee the DPRK’s security against a U.S. attack.

The North Korean government has been asking for this for over 50 years, since the end of the Korean War.

In addition, the DPRK has made innumerable proposals for the denuclearization of the peninsula and the surrounding region.

Above all, this kind of stability should be embodied in the signing of a peace treaty formally ending the state of war between the U.S. and the DPRK. Washington has resisted such demands for over 50 years.

The big business media and the government are treating the DPRK leaders as if they are paranoid and irrational. But the facts show a different story.

Bush administration threats
In his State of the Union address in January 2002, President George W. Bush branded the DPRK as part of an “axis of evil,” along with Iraq and Iran. In that same period, Bush ordered the Pentagon to develop “flexible” plans for the use of nuclear weapons as part of the Nuclear Posture Review. Sections of it were leaked showing that the DPRK was on the Pentagon’s list of seven targeted countries.

The National Security Strategy of September 2002 put forward the doctrine of “preemptive war” and “regime change,” linking it to Bush’s “axis of evil” assertion. Six months later Washington launched a preemptive, unprovoked war to bring about regime change in Iraq and overthrow the Saddam Hussein government.

All these threats were being made by a superpower with 10,000 nuclear warheads, a $10-trillion economy, a population of 300 million and highly developed weapons systems spread throughout Asia, especially in the vicinity of North Korea. In contrast, the DPRK has a population of 25 million, an economy of $16 billion, and has been undermined economically by half a century of U.S-imposed sanctions.

DPRK ringed by U.S. military

Furthermore, the DPRK is surrounded by U.S. nuclear bombers, nuclear-armed submarines, cruise missiles, aircraft carriers and destroyer fleets. Some 30,000 U.S. troops are based in South Korea, as well as a U.S. military high command that has final authority over several hundred thousand South Korean troops. Their mission is war against the North.

As recently as June of this year, the U.S. Air Force held tests of its Minuteman III missiles near the Korean peninsula. Three U.S. Navy carrier battle groups—including 22,000 troops, dozens of fighter planes and several heavy bombers—were assembled in the western Pacific off Guam in the largest naval mobilization since the Vietnam War. The USS Curtis Wilbur and USS Fitzgerald, both guided-missile destroyers, sit off the coast of North Korea. The U.S. sent spy planes on 170 missions during this period.

U.S. hawks block normalization
Far from causing the present crisis, the DPRK has tried repeatedly to avoid having to develop a nuclear deterrent. Each time the U.S. government or militaristic factions within it have found ways to thwart any agreement.

A year ago, in September 2005, the North Korean government signed an agreement at six-party talks with the U.S., China, Russia, Japan and South Korea. In the agreement the DPRK pledged to “abandon all nuclear weapons and existing nuclear programs.” In return the U.S. and North Korea agreed “to respect each other’s sovereignty, exist peacefully together and take steps to normalize their relations.”

Four days later, the U.S. Treasury Department imposed sweeping financial sanctions against North Korea designed to cut off the country’s access to the international banking system, branding it a “criminal state” for alleged money laundering and so-called “trafficking in weapons of mass destruction.” (Newsweek, Oct. 10)

In 2004, negotiators from the State Department had worked out an agreement with the DPRK “outlining steps to resolve the standoff over the country’s nuclear weapons. But it lacked the tough language on disarmament that North Korea had rejected and [Vice President Dick] Cheney knew Mr. Bush wanted.”

“With Colin L. Powell, then secretary of state, and his deputy, Richard L. Armitage, at a black-tie dinner where they could not easily be reached on secure telephones, Mr. Cheney ‘declared this thing a loser,’ said a former senior official.”

Bush sent new instructions to the negotiators—through the National Security Council, rather than the State Department—“that essentially killed the deal.” (New York Times, Oct. 10)

Hostile to North-South dialog
In 1999 a new prime minister, Kim Dae-jung, was elected in South Korea. Kim declared a “sunshine policy” of building friendly relations with the North. In 2000, Kim Dae-jung had an historic summit meeting in Pyongyang with Kim Jong Il, the North Korean leader. When Bush took office in 2001, he refused to meet with Kim Dae-jung, signaling U.S. government opposition to any relaxation of tensions on the peninsula and anything that could be favorable to North Korea.

The Clinton administration had also tried to undermine the DPRK.
In 1993, after the collapse of the USSR, as part of the retargeting of U.S. nuclear weapons, Clinton let North Korea know it was being targeted by some of them. Clinton authorized Operation Team Spirit in March 1993, mobilizing bombers, cruise missiles and naval vessels against the DPRK. He went to the demilitarized zone separating North and South and threatened the DPRK with war in early 1994.

When the government in Pyongyang, North Korea, threatened to pull out of the Nuclear Non-Proliferation Treaty (NPT), Clinton prepared for war, including the use of nuclear weapons. South Korean Prime Minister Kim Young-sam argued with Clinton for half an hour over the phone to stop the war. Faced with the prospect of a nuclear attack, Kim Il Sung, then president of the DPRK, invited former President Jimmy Carter for talks. At their conclusion, Carter announced an agreement, later called the Framework Agreement, negotiated in Geneva.

Under this agreement, the DPRK, which was trying to develop nuclear energy to supply electric power since it has no oil or gas, agreed to shut down its nuclear reactor and stop development of two others in exchange for two light-water reactors. The U.S. was supposed to organize the production of these reactors by 2003 and supply fuel oil in the meantime.

It was also supposed to lift sanctions, recognize the sovereignty of the DPRK, work towards normal political and economic relations, and guarantee against nuclear attack. The U.S. immediately backtracked on everything but supplies of fuel oil, and those deliveries came late.

Washington sought sanctions against the DPRK in the UN, put it on the “terrorist list,” refused to guarantee against an attack and did not move an inch to normalize relations. It delayed production of the light-water reactors so they would be finished at the earliest by 2010.

The DPRK was in extraordinary economic difficulties following the collapse of the USSR and was forced to delay its economic recovery under threat of war.

Furthermore, in 1998, the U.S. military conducted exercises simulating an attack on the North with 30 nuclear bombs. U.S. warplanes based at Seymour Johnson Air Base in North Carolina, carrying concrete dummy bombs in place of B61 nuclear bombs, dropped them at a base in Florida as part of operational plans drawn up by the National Command Authority. Strategy of demonizing DPRK

The strategy of demonizing North Korea and constantly threatening it serves a dual purpose. It keeps military tensions in the region at a fever pitch and provides the basis for maintaining more and more military hardware in Asia. Bush has promoted a high-tech, highly expensive and highly profitable (to the military-industrial complex) missile defense system.

Administration denials
notwithstanding, it is the policy and ambition of the U.S. ruling class and its military to destroy the socialist government of North Korea. It has been the policy ever since the Korean Revolution after World War II, led by Kim Il Sung.

The bosses and the landlords were thrown out and the society was taken over and run for the workers and peasants. That was the first “crime” of the DPRK.

The second “crime” was the outcome of the Korean War. In spite of enormous casualties, the revolutionary armies of the North, with the assistance of the Chinese Red Army, inflicted the first military defeat on U.S. imperialism by stopping it from taking over all of Korea.

One of the long-standing goals of Washington has been to break up any solidarity between the DPRK and the People’s Republic of China (PRC). It is difficult for progressives and revolutionaries to watch the PRC lending itself to the anti-DPRK schemes of Washington and Tokyo. Hopefully, the current narrow, unjust and self-defeating policy of supporting sanctions on the DPRK will be reversed.

The implacable U.S. imperialist hostility towards the Korean revolution and the socialist government of the DPRK comes from its ambitions to conquer Asia and turn the Pacific Ocean into a U.S. lake. This policy has been a stated goal for over a century.

Challenge to anti-war movement

The anti-war movement in the U.S. now recognizes that the Bush administration is an aggressor in Iraq and is planning aggression against Iran. It is beginning to recognize the reactionary role of the U.S.-client state in Tel Aviv as the cat’s paw of the Pentagon in the Middle East. It recognizes that Washington has designs to overthrow the Cuban government and the Venezuelan government.

It is time to elevate the cause of the DPRK in the movement and fight against Washington’s demonization, its sanctions and threats.

It is U.S. militarism that is the threat to peace, not the defensive measures taken by the government of the DPRK. North Korea has done everything possible to avoid having to resort to a nuclear deterrent. But it has experienced a solid wall of hostility, threats, military maneuvers, vilification, and attempts at isolation and economic sabotage.

It has seen “preventive war” against Iraq. It has witnessed the destruction of the government of Yugoslavia after a massive U.S. bombing campaign. The DPRK does not want more nuclear weapons in the area. On the contrary, it has offered many proposals to get rid of them. It has called for signing a peace treaty. It has called for a non-aggression pact. It wants peace, while Washington wants war and counter-revolution in Korea and all of Asia.

Right now a dangerous bloc exists between Washington and Tokyo. Japan annexed Korea in 1910 and ruled it as a colony until 1945.

The Japanese imperialist ruling class wants to use this crisis as a springboard to build up its military. It is using the Bush administration’s full court press for sanctions and the strangulation of the DPRK as its cover.

The workers and oppressed in this country can only suffer from an increase in militarism around the Korean peninsula. Either they will be dragged into war or forced to pay the price of increased military spending—or both.
Those who are exploited by the bosses, whose wages are going down, whose benefits are being cut, have nothing to gain by supporting the war drive of the billionaires’ government in Washington, the military-industrial complex and Big Oil, who are behind the present crisis.
